The Tioga County Jail is a direct supervision maximum security correctional facility authorized to house 104 inmates. The facility houses both male and female inmates, age 16 and older who have been sentenced to confinement not to exceed 2 consecutive years, or confined pending trial or further criminal proceedings. The facility also houses state parole violators, and Federal inmates for the U.S. Marshall’s Service, as well as inmates from other county jails within New York State.

Ten years ago, Pastor Doug Smith asked Judy Eaton to help him minister to the female inmates at Tioga County Jail. At that time Judy couldn’t imagine why she would ever want to do something like that but she promised to pray about it before she made a final decision. As God often does, He changed Judy’s heart, and now she looks forward to her weekly trips to the jail to conduct a women’s Bible study. The size of the group varies but it is always a blessing.
And the meetings have become much more than just studying the scripture but are also about conveying valuable life lessons to the women who attend. Recently, a young woman confessed that she was pregnant, scared, and had little support from the baby’s father or from her own family. Judy spoke to her about how every child is lovingly created by God (Psalm 139:13-17) and deserves an opportunity to experience life. A short while later she returned to let Judy know that she was going to have the baby and her mother had come forward to support her and care for the baby during her incarceration. Another triumph for Judy came when she won approval to bring in the elements of communion for the women. Now communion is a regular celebration that the women do not treat lightly because it makes a connection between them and the Christian church on the outside. Judy and husband, Gary, attend Union Center Christian Church in Endicott, New York.
