The Broome County Sheriff’s Corrections Division is currently operating a 536 bed direct supervision facility in the Town of Dickinson. The facility, which opened in 1996, has received accreditation awards by the NYS Commission of Corrections, NYS Sheriff’s Association and the National Commission on Correctional Health Care. In 2000, the Division opened and staffed a courthouse holding area to allow for the reduction of transportation costs and increased security of inmates and the public. Regular discharge planning meetings are conducted with Mental Health, BOCES, Jail Medical and Council of Churches staff to assist released inmates to successfully assimilate back into the law-abiding community.
The Weekender Work Program, developed in 1992, has provided many benefits to the citizens of Broome County by providing free labor to municipal governments and tax-exempt organizations in the county. This includes road side clean up that contributes to the sanitation and beauty of the county. The utilization of inmates in these work programs support the position that prisoners have a responsibility beyond incarceration to make amends and contribute positively to their communities.

Broome County’s Chaplain Cris Mogensen brings a wealth of chaplaincy experience to the role. For last 10 years he has served as the Director of Broome County Council of Churches Jail Ministry Program and the Coordinating Chaplain for the Broome County Office of the Sheriff. He was ordained in the Church of the Nazarene in 1992 and transferred to the Free Methodist Church in 1996. He has served as a pastor in churches in Mission, TX; Maplewood, NJ; Windsor, NY and Fairmont, WV. His chaplaincy experience includes the Evangelistic Association of New England where he served as coordinator of prison ministries for Deer Island Prison in Boston. He managed the Kansas City Rescue Mission for a number years as well as serving as chaplain and counselor for the Binghamton Salvation Army ARC.
For the last 6 years he has served on the advisory boards of the Broome County Youth Bureau, the Lourdes Parish Nursing Program, and as a board member of His Precious Lambs Day Care Center, Well Spring Harvest Group and the KYDS Coalition. He is currently the chairman of the Windsor area Social Services Unit of the Salvation Army and directs the youth group for the United Methodist Church of Windsor. He lives with his wife and three children in Windsor, New York.

Each week, Pastor Curt Carter is offering Christ-centered mentoring to the inmates at Broome County Jail. Doing 30 to 45 minute One-on-One sessions allows an opportunity to do more in-depth discipleship than through a traditional Bible study or church service. Inmates are able to ask spiritual/Biblical questions, talk about various personal/relationship challenges, and participate in a time of prayer. They may also go through a Bible study program on Christian growth.
As of August 2010, Celebrate Recovery, a Christ-centered addiction program, has been launched originally in C-Pod at the Broome County Jail. This program covers a wide variety of addictions including alcohol, drugs, sexual issues, gambling, eating disorders, etc. Authored by Pastor John Baker of the Saddleback Community Church in California, it is clearly focused on Jesus Christ as the “higher power” to give victory over addictions. In 2011, a Tuesday evening session of Celebrate Recovery was launched for the Broome County women of I-Pod.
For many years Robert Klock managed a successful towing business in Binghamton, NY. He began to realize that some of his employees and, at one time, a close family member were being negatively impacted by their involvement with drugs and alcohol. As a faithful Christian, Bob went in search of a study or program that could help them break free from their addictions and finally found Celebrate Recovery. He established a program at Windsor Bible Baptist Church, his home church, with the blessing of Pastor Mike Putney. They hold weekly meetings at the church every Thursday at 7 PM. Now he and Pastor Curt Carter are co-leading the Celebrate Recovery program at Broome County Jail. In 2012, Bob was made the upstate New York representative for Celebrate Recovery Inside.
